In line with the implementation of the General Planning for the Capital and the 2024 Capital Law, Hanoi is working to preserve and enhance the value of the Sword Lake special national heritage site and its surroundings.
The study and renovation of the area east of Sword Lake, based on the research boundaries proposed and reported by the Hoan Kiem District People's Committee, aims to expand public and open spaces for the benefit of the capital's residents.
In the notice, Thanh emphasized that "This is a well-founded policy that is in line with the directives of the General Secretary of the Central Committee, the Party Committee in Hanoi. It's an essential task that must be implemented immediately."
According to the notice, the Hanoi People's Committee welcomes the support and approval of businesses and organizations attending the meeting, including those located within the designated public space planning area east of Sword Lake.
In order to speed up the planning research and preparation of an investment proposal for the public space project in the area east of Sword Lake, as well as the implementation of land clearance, relocation of structures, compensation, support, resettlement, and land acquisition, the Hanoi People's Committee will facilitate and direct relevant departments and agencies to provide prompt support to organizations, units, and households within the project study area.
This includes the identification of suitable locations for the relocation and reconstruction of offices and headquarters, the allocation of alternative work space, and the planning of resettlement projects for affected residents.
The authorities will also provide assistance with moving, resettlement and temporary housing as per regulations, support the relocation process, and ensure the smooth implementation of investment projects in new locations while maintaining operational stability for institutions, businesses and residents.
The Hanoi People's Committee has asked Vietnam Electricity (EVN), the Northern Power Corporation, the National Power Transmission Corporation, and the Hanoi Power Corporation to closely coordinate with city departments, agencies, and the Hoan Kiem District People's Committee. Their cooperation will focus on discussing and agreeing on solutions to efficiently and expeditiously complete related tasks, from investment preparation to equipment and infrastructure development, while ensuring stable and uninterrupted power supply throughout the process.
The Hanoi People’s Committee has assigned Vice Chairman of Hanoi People's Committee Duong Duc Tuan to oversee the project and establish a task force to accelerate the implementation of the public space planning and investment project in the east of Hoan Kiem Lake.
Relevant city departments and agencies have been instructed to work closely with affected organizations to conduct surveys, research, and propose alternative locations for relocation and temporary housing. The Hanoi People's Committee will develop solutions to provide the best possible conditions for affected institutions, businesses and residents in the area, it said.
