Hanoi accelerates its first hi-tech park project

The project has been delayed for a long time.

Hanoi needs to speed up the progress of the city's first Hi-Biotech  Park project, which is planned to be a high-tech, modern economic and scientific zone for research, education, development, application of experimental production, and high-tech transfer.

Tran Sy Thanh, Chairman of the Hanoi People's Committee, made the statement at a meeting on February 20.

 

"The project has been delayed for a long time. Therefore, removing obstacles to speed it up is an urgent requirement, especially in the context of the capital's determined breakthroughs in science, technology, innovation and national digital transformation," Thanh said.

The project aims to build a synchronized and modern infrastructure system to attract secondary investors in high-tech activities in line with the global high-tech development trend and Vietnam's high-tech development orientations, prioritizing biotechnology.

 

The project started in 2008, but has been delayed due to the adjustment of Hanoi's administrative boundaries, pending the approval of the capital's master plan and zoning plan.

 

Since 2021, Hanoi's leaders have made efforts to remove legal and mechanism obstacles in order to accelerate the project's progress.

 

Chairman Tran Sy Thanh stressed that the project aims to concretize the orientations of General Secretary To Lam at the meeting with leading Irish enterprises during his state visit to Ireland on October 3, 2024.

 

He asked relevant departments and the People's Committee of Bac Tu Liem District to resolutely push forward the land clearance in August 2025 and start the project on September 2, 2025.

In late September 2024, the Vietnamese Government approved Decision No. 1054/QD-TTg on the establishment of the Hanoi Hi-Biotech  Park Project.

 

Hanoi Hi-Biotech  Park, with an area of nearly 200 hectares, is located in Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, Co Nhue wards of Bac Tu Liem District. About one thousand people would be relocated to make way for the project.


The Hanoi Hi-Biotech Park is financed by the Irish Pacific Land Limited. The total investment capital of US$250 million will be spent on technical infrastructure and a series of service buildings, high-rise apartments and dormitories; and US$800 million on specialized facilities, including laboratories, centers, research institutes and universities.

 

The park will conduct high-tech activities in line with international trends and Vietnam's policies and orientations for high-tech development, with a strong focus on biotechnology.
