Hanoi speeds up first-ever hi-biotechnology park project
The project is expected to provide an ecological park that combines the functions of scientific research and the essential utility of the research environment.
Hanoi needs to speed up the progress of the city’s first-ever hi-biotechnology park project which is to be developed into a high-tech, modern economic and scientific zone, serving research, education, and high-technology transfers.
Tran Sy Thanh, Chairman of the Hanoi People's Committee, made the statement at a meeting on February 20.
“Removing obstacles and speeding up the long-stalled project is urgent, especially in the context that the capital is resolutely getting breakthroughs in science, technology, innovation, and national digital transformation,” Thanh said.

The project aims to build a synchronous and modern infrastructure system to attract secondary investors for high-tech projects in line with the world’s development trend and Vietnam’s orientations with priority given to the biotechnology sector.
The project has been delayed due to adjusting the administrative boundaries of Hanoi and some related provinces according to Resolution No.15 dated August 1, 2008. It had to wait for the approved master plan of the capital and the urban zoning plan.
Since 2021, Hanoi’s leaders have paid special attention to removing obstacles regarding legal basis and mechanisms to speed up the project.
Chairman Tran Sy Thanh stressed that the project aims to concretize the orientations of General Secretary To Lam at the meeting with leading Irish enterprises within the framework of his State visit to Ireland on October 3, 2024.
The Hanoi mayor requested relevant departments and Bac Tu Liem District's authorities to push ahead with land clearance in August 2025 and start the project on September 2, 2025.

In late September 2024, the Vietnamese government approved Decision No. 1054/QD-TTg on the establishment of the Hanoi hi-biotechnology park project.
Hanoi hi-biotechnology park, with an area of nearly 200 hectares, is located in Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, and Co Nhue wards of Bac Tu Liem District and includes areas for the resettlement of about 1,000 people.
The research area, located in the green belt of the Nhue River, will provide an open space that combines the functions of scientific research and the essential utility of the research environment.
The Hanoi hi-biotechnology park is being funded by Ireland’s Pacific LandLimited with a total investment capital of US$250 million for technical infrastructure and a number of service buildings, high-rise apartments, and dormitories; and $800 million for specialized equipment, including laboratories, centers, research institutes, and universities.
The park will engage in high-tech activities per the international trends and Vietnam's policies for high-tech development, with a strong focus on biotechnology.
