Technological reinforcement for administration process
In order to better serve the people and enterprises, from late December 2016, the Hanoi People’s Committee issued a plan on the application of information technology (IT) in the operation of State agencies in the City in 2017.
The plan is aimed at speeding up the deployment and effective exploitation of IT applications to build the e-government, improve the operation of departments and governments of districts, wards and townships.
Hanoi’s government has identified the year 2017 as essential in expanding the IT application in a complete and consistent manner, in addition to piloting electronic one-stop shop software and judicial and civil database in Long Bien District. Hanoi is promoting the cooperation with major technological firms to accelerate the application of e-government and smart city. Hanoi e-govt. includes building a centralized monitoring and management center and terminals for the people to connect to the Internet through 4G; integrating functions such as online public services and online payment; developing e - management systems for hospitals, health facilities and people’s health records; improving the population database.
In particular, the City People’s Committee has worked out a plan to continue expanding the third stage and fourth stage online public service system at departmental level. Accordingly, the City People’s Committee said it would officially launch the 120 third stage online public services which has been completed in three phases this year. In the first quarter alone, a total of 2,507 administrative procedures were provided online, including 374 procedures at third stage and 81 procedures at fourth stage. The City has also instructed agencies to list third stage and fourth stage online public services to be implemented in 2017. On that basis, the City will instruct the Department of Information and Communication to appraise the list to have plan on support, guidance and investment.
Moreover, the IT application is also focused on many other socio-economic areas of the city. The City People’s Committee has issued a plan to use available information from the population database and through physical examinations to determine basic health information of people and build health records. With the aim of promoting and supporting IT enterprises to start their businesses effectively, the City has set up the Hanoi Innovative Business Incubator of Information Technology (HBI-IT).
In March, the City People’s Committee continued to promulgate a document on boosting the sales and purchase online. Accordingly, it is required that the agencies when purchase assets, goods and services in the e-commodity list applied for regular purchase as prescribed by the Ministry of Planning and Investment must select contractors via the Internet for the package of purchasing assets, goods and services and recorded in the contractor selection plan.
According to the representative of the City People’s Committee, in the remaining months of this year, Hanoi will boost the application of information technology in the reformation fields toward the direction of modernization in the management, operation and service of state agencies. It also aims at improving the quality of online public service delivery and facilitating the people and enterprises in transactions and handling of administrative procedures.
